Not wanting to go into huge amounts of details, but I've lived in a lovely little close for close to 10 years. There hasn't been any trouble, ever. In the last 12 one a very strange individual has moved into a huge multi bedroom property on their own, no lodgers friends etc.
Although I was aware of it initially, trouble started soon after that around him lodging parking disputes with people/guests etc of other people in the close. This escalated to in their own words starting to "prove a point". The point is always unknown but it's "proven" but chanting rubbish in the street and smashing glass bottles over the road in the early hours of a morning that suits him.
The police have been called 5+ times to him in this state now, usually by the time they arrive he's back in the house. So he's known to them now at least.
The problem for me is though, there doesn't seem to be anything actually being done about it long term, so it's the same thing over and over and he's getting away with it.
I want to put some form of action together, for my own sanity if not everyone else's whereby I have what the police need available to pursue the matter further.
We're becoming desperate, and in all honesty, the guy seems that emotionally unstable I'm convinced there is more to him than just your average idiot.
