Processor clocks seem wrong?

When I run CPU Z its telling me that my core clock is only 2ghz give or take a few mhz now i am running an E8500 and i know its suppose to run a 3.16Ghz why is it saying different? Also in asus ai suite one minute it will say my cpu is running at 2Ghz next it running at 2Ghz i am so confused!!! When it changes frequencies the multipiyer also changes it goes from 6 and then to but it only shows this in AI suite in CPUZ it constantly stays at around 2Ghz what is wrong with it?
 
Speedstep/C1E - runs your CPU at lowest multiplier while idle to save power and produce less heat. While gaming/using CPU heavy applications, it will jump back up to 3.16

Awesome feature it lowered my idle temps by about 10-15C too

Yeah, if you're running the CPU at stock or if you've got a stable light OC you've tested then you'll want to keep speedstep enabled. There's no performance loss or anything like that.
