Well watercooling will always be the best, but it can cost in the region of £200+ sometimes even more if you want to do it properly. As for water cooling vs air cooling it goes like this
Watercooling advantages:
Superior cooling over anything else
almost completely silent
looks very nice when done properly
Watercooling disadvantages:
Expensive
Can be really tricky to do
Will need a large case
Upgrading is a pain
Risk of leaks
Chances are you probably won't be overclocking crazy so Air cooling will do you fine. As for the best Air cooler then i'd say it's probably the Prolimatech Megahalems or the T.R.U.E. It's louder than watercooling and not as good performance but it's also MUCH cheaper and still offers great performance if you get a good cooler. There is also the Corsair H50 watercooling kit which is a little small kit that you set up kind of like an air cooler but requires no mantinence what so ever and offers as good cooling as high end air coolers.
