No, it's not a virus but it's bloody annoying.

If I'm connected to the interweb and fire up, say Steam, the "connect to internet" box pops up even though I'm aready online. This happens with the majority of programs too, like just now the Java updater asked to connect, even though I'm quite obviously already online.

I'm, on XP by the way, so does anyone have an idea as how to negate this irritation?

Do you tick the "Don't ask me again" box or whatever box there is? Normally you'll get a popup menu to allow or block a program. The menu has an option to always follow the setting you specify.

Do you have any dial-up connections set up?

IE > Tools > Internet Options > Connections > Never dial a connection

Yeah, I always tick the "don't ask" box and yet it still asks me everytime! As for the dial-up connections thing, I use Firefox not IE.

So ?????? He didn't ask what browser you use ;)

Internet connection settings ( or dial-up networking as it used to be) are a system wide setting as you can see by the fact STEAM is asking to connect using that IE box as you would call it.

Its just the easiest place to check whether or not the system has changed from "never dial a connection" - so it uses your network card or USB interface to some old legacy dial-up modem account is in internet explorer where Jaric said .

Or you can go to control panel > internet options.
