Program for overclocking dell pc in windows vista

Does anyone know a program for overclocking in windows? Because a friend has a dell inspiron 530s desktop so he cant overclock in bios.

Otherwise does anyone know a bios that would work in that pc.

Also for the E6750 his pc only has a 250w psu could that be a problem?

He won't be able to, dell lock down the bios on the systems.
Tools to overclock from the OS aren't available for dell mobo's

The machines are locked, and they're not really good enough to overclock anyway (like you said, 250W dell psu is not good enough). If you want to overclock, you'd at least need a new PSU/mobo and probably a cooler (if the dell case allows).
