Program for USb Video Capture?

Hey guys, just wondered if anyone could shed some light on something for me, a colleague has found in his cupboard at work, an old USB < Composite Video capture card, he's got it all up and running driver wise, but we have no software around that works for what he wants.

He basically wants to be able to plug a VHS into the composite ports and record the older tapes to the PC for streaming around the network and possibly burning to DVD.

Is there any good, free software that would basically allow him to import from his capture card and save as WMV/Dix/Xvid.

Will Windows Movie Maker do this? at work atm but I think it has this facility

Thats what I thought, cold have sworn that I have done it before using WMM myself when I used to have my old MSI card, but tried Windows Live Movie Maker, WMM 6 (Vista version) and WMM 2 (XP version) and still nothing that I can see.
