Program to control fan speeds?

Im looking for a program to control fan speeds as currently my fans are running full whack and I dont think they need to, I've tried speedfan but that didnt seem to work.

Disable any fan controls in the BIOS, then try speedfan again.

I only seem to be able to control the CPU fan speed (Enable / disable auto fan speed, otherwise run at 100%) and using speedfan am I correct in thinking on the "Readings tab" its the 3 controllable bars at the bottom that are meant to control the speed? If so then they still aren't working.
