Program to convert AVI to DVD ??

I am searching for a good program to convert AVI to DVD, I currently use Winavi but that isn't really that good with options to lower/higher bitrate to fit more/less on one DVD, also it will not use the two CPU's of my Dual core AMD.

What program uses Dual core CPU's and can adjust the bitrate?

I want to convert AVI's to standard DVD as my DVD recorder in the living will not play AVI's.
