Program to create folders based on file name then move file

I am after some software that will create folders based on files in a folder then move those files into those folders.

eg

file1.iso
file2.iso
file3.iso

are all in one folder, run a program to create a folder called file1, file2, file3 and move the files into those folders

I am sure I saw someone mention a program like this on this forum but can not seem to find it.

Any suggestions?

7-zip can extract .iso, and that will extract to folder based on name of archive
