Programs or tweaks for performance with dual-core cpus?

just installed my shiny new opteron 175, i've seen on the amd website there are utilities for dual-core systems, do you need them for xp and vista? or just xp

If it works fine, leave it as it is.

You only need the fixes if you experience problems.

problems like what?

if i see 2x cpu's in task manager i take it that means its 'fine', and i see two in device manager

Well like some older games have issues like stuttering when running dual core. That's where you would need the patch, if setting the program's affinity to one core in task manager doesn't work.

If you find all your games/programs work fine though, there really isn't any need to install the patch.
