Well seeing as the reference cooler on the 290x with a fan struggles, how do these hope to cool it passively?

I would suggest using these fans for this cooler.

they are PWM controlled and work great on heatsinks.

I actually use these on my own computer and they are very quiet.

So can you confirm that you didn't need to use any shim between the heatsink base and the gpu die?

no shim required

Also with the vrm sink did you just use the pre applied thermal pad on the prolimatech sink and stick it on? The vrm bit is the only thing im unsure about now.
