Protect our race circuits from the NIMBYS

Seems like yet another fairly pointless petition.

If you are going to legislate for this it is surely easier to just legislate that noise complaints from within X miles of a track from residents meetng critieria X Y or Z will be disregarded.

Then nobody needs to sign waivers blah blah.
