Provisional Licence - Without Passport

Finance companies, for example, do not accept provisional licences as proof of ID. They only accept full licences.

Again, that doesn't make any sense whatsoever. The process for verifying identity isn't any different between a full and provisional licence.

I got a registered copy of my birth record and used that when I applied for my provisional as I didn't have a passport at the time
