yes you can, unless you mean download updates, in which case no.

You can play games (offlline) or browse XMB view videos, pictures, music.

Background downloading stops when you play a game online or if you use Blu-ray.

I think DVDs can be played and downloads continue (can't remember).

surely its a GOOD thing its forced when online? Means all online games are gaurenteed to be at the same firmware - no intentional or otherwise advantage - just what I think anyway

100% correct. Last thing we need is people not updating purposely to keep bugs in past games that can be used to an advantage.
