ps3 not reading discs

Hey guys, i repair ylods on ps3's but recently had 2 consoles dropped off that simply don't read discs, i have cleaned lasers for both and done drive and full system resets to no avail, anyone got any experience in this field?
 
upon closer inspection and rebuilding the bluray drive it seems that its not the laser but its simply not attempting to spin the disc. anyone know why?
