Just log in with any PSN account. You can set one up online if you need to.

The store still works but you need to add credit to your wallet via PS4, PS5 or online as PS3 can no longer handle card transactions.

Don't know if the DLC is still there but I'd imagine it will be.
 
I just sold my PS3 slim last week and I know for sure it still had that god awful Singstar thing on the dashboard. So there is a new firmware I believe, that removes that......... yeah,and basically reverts it to the sleek Baseline.,..or something. I'm too tired to continue, sorry.
