getting a PS3 next week been out of the console scene for years, is Vsync automatically turned on? or is it always set to Off to default without the option?

As Zuma said, it's down to the developers to decide whether to enable vsync in their games or not. You have no control over it.

Not meaning to go off topic, but I know towards the very end of Bioshock on the 360 I found out there was an option to enable Vertical Sync on or off in the options menu. Obviously turning it off gave a better frame rate. Not sure of this is the case with the PS3 version, but I am surprised more developers don't give the user this option.

I agree with that. Games like GTA4 which for some reason had vsync on the PS3 version despite the dire framerate might actually have been playable if i could have turned it off. Not as if i care much about tearing in that sort of game anyway.
