Does the PS4 work exactly like the PS3?

No matter what region I buy the PS4 from, can I set up a UK account as my primary and also have USA and JP accounts set up on there?

And if so, also like the PS3, if I DL a game from the USA store, can I still play it on the UK account?

Yes as long as on your US/JPN account you set the ps4 to be the primary one you can play the games downloaded on your UK account.
