PS4 digital titles

Is there any way to have digital titles transferred into the HDD but for a new owner to play or do they follow the user account only?

Getting rid on my Pro as I've played the exclusives and still prefer the Xbox One.
 
You can download the games to your PS4 and put a PIN number on your account so that the new person can't log in to your PSN ID. They can create their own and play any games that you have downloaded (providing you keep that PS4 as your primary console and don't deactivate it).

Sounds a good way to do it, I'm guessing I can remove the PS4 as my primary through my online account without having to use that PS4?

I'm guessing if I have any payment options for my account I should be able to wipe these off completely?

Those things yes.

1) Remove payment details via console or web
2) Enable the login PIN on the console
3) I think you can log out of PSN on the console, if not you can change password on the web which will force it to log out.
4) Deactivate the PS4 via the web at any time
