PSU +3.3 goes below 2.0, normal?

It seem that the +3.3 on my PSU is changing pretty much. Is that normal or a sign of a faulty PSU.
My computer seems to work ok, although at times i lose my internetconnection when downloading in bulk, and lately my screen gets a little messy but readjusting resolution seems to take care of the problem. Last thing seems to be heat-related, but might be something with the +3.3 volts?
Anyone out there knows?

The psu is a Tagan 530 powering 3 hd s, a DVD and an 2900xt

That PSU should be more than capable, software readings for voltage levels are quite frequently unreliable so you shouldn't put too much stock into it. The best way to test is with a multimeter but it sounds rather as if yours dips when under load which is more difficult to test for.
 
If your system is running under harsh stress such as stressing GPU and CPU same time (orthos and atitool) then you can be pretty safe that the PSU is giving out adequate volts
