PSU advice

A friend of mine is going to build a new system..He hasn't quite decided on all the parts yet but is going for the following..

Intel Pentium 4 950 3.4 Dual Core 775
PCI Express motherboard
1Gig DDR2
He won't be overclocking or going sli or anything like that.

What he needs to know is with PCI-Express does he need to use an ATX 2 PSU or can he get away with using an ATX from his old system which is a cheapo i think?
 
I think he only has a 350w, so looks like he may as well invest in a new ATX 2 PSU.

Now all i need is suggestions for him for as cheap as possible or alternative Case with PSU included? He has not gave me a budget for this be i knwo he won't want to spend a lot. :rolleyes:
