psu and q6600 help

hi there jsut put together a new (to me) system from bits id grabbed from the members market.

original cpu owner had it stable at 3.6 with approx 1.4v of which i have no doubts.
however i seem to struggle to get over 3 / 3.1 stable and have found the volts reading in cpu z to be lower than that stated in bios.
this leads me to believe that either the board undervolts which i doubt it does that much as the boards previous owner ran a quad at 4ghz! or more likely my psu isnt up to the job.

psu in question is a tagan 480 ive had for a good while its in good nick but reading the specs on the side of it states a single 12 rail at 28 amps and 48 i think on the 5v rail.
most mobos and cpus drew power off the 5v back then hence the high amps on the 5v, im thinking that the 28 on the 12 isnt suitable now as most pc parts now draw from the 12 rail?
 
Is that 1.4 BIOS?

I would imagine they were using loadline calibration or something similar to reduce vdroop (hense less vcore drop from BIOS to load)
