PSU beeping at me

System as per sig.

Came back in after staying round the lasses last night and my PC was off. Went to turn it on and the PSU started beeping at me after the PC tried powering up for about 1 ms. I've checked all connections etc and the manual tells me that the power guard system protection is kicking in.

Can one assume that my PSU is goosed?
 
Or motherboard/something has failed. (or water got into wrong place)

Try to boot PSU separately without anything attached.
(connect green wire to ground from motherboard's cable)

How can I do this? What can I use as ground?

I already removed everything from the PC apart from the motherboard and it's still doing it. :(
