PSU Blown Possible Failure

My Hyper 580 just blew in my pc , placed a new PSU in , its detecting the hard drive correctly as SATA Hitatchi 250g but after the hardware listing at startup disk boot failure insert system disk and press enter , ive tried a Windows XP disk and put CD as first priority and also tried a Win 98 Floppy , neither of which seem to be working any clues? thanks in advance.

i get no message too boot from cd as an additional note.

Do you have another HDD you can install Windows on? That would be my first try.

I've had a psu go at work before and dammage the HDD connected to it (as well as the RAM and mobo).
