PSU DOA?

Bought a new set up from OC yesterday and delivery aside I have set it all up and tried to fire her up only for nothing at all to happen.

Have taken the psu out and tried to power it on but nothing. Inside or out the case nothing happens (no fan spin etc).

Does this mean the PSU is DOA and will need replacing or am I missing something obvious? Any help would be greatly appreciated.

ps: the PSU is a OCZ ZT 550W
 
On at wall socket of course.
Shorting did nothing while still inside case.
Built psu, mobo and cpu fan outside box. cpu fan spinning and psu on. (LEDS on RAM also on)

update: doesn't power on while inside the case and screwed down.

EDIT: The power switch on the actual case is fixed, connected the header while out on cardboard and works fine. Just for some reason when in case nothing happens.

Any help out there?

It works with monitor hooked up. Asks me to select boot device or insert boot disk.

edit: PSU is inside case, mobo is still out of case.
 
The 670 has got both of the 6pin pci-e cables but currently that is not connected.
The standoffs are fitted properly yes, nothing touching the pcb that shouldn't be.
 
After it worked outside with all connected I put it back in the case and powered on with mobo and psu. Which was the initial problem. Putting the rest back in now but I reckon that's job done.
