PSU dying?

For the last week my pc has been behaving weirdly. I've gone to shut it down, the pc appeared to switched off as normal, but then all the fans inside the case kicked in at full speed but the pc didn't boot. I tried numerous times to power on and shut down, but the machine would simply repeat the fan issue when it should've switched off completely. In the end I had to flick the switch on the psu.

Last night I shutdown as normal, everything was fine for about 10 minutes when all of a sudden the fans powered on again for several seconds then turned off, nothing for 30-60 seconds, then the fans would spin up again (the pc wasn't booting). This went on for about 10 minutes until I had to switch the psu off again.

When I went to switch it on today my overclock had failed, although all the settings remained in the BIOS. The side panel hasn't been off for months, no hardware modifications have been made and nothing has been altered in the BIOS.

Does this sound like the psu is on its way out, or could a failing CMOS battery be the culprit?
