PSU Electrical Noise

I got a new seasonic SGX 650w psu for a Ryzen 3600 itx build but the psu chirps if the pc is turned on after being shut down.

I can make the constant chirp not occur if I either unplug the pc from the wall and replug it back in before pressing the power button or if I hold the power button when it is off for 5 seconds before pressing the power button normally.

Is it dying?

If anyone cares (this forum feels dead these days) I ordered the same psu again and the new unit doesn't chirp at idle.

Faulty one is going back to the retailer.
