PSU fan spooling?

I have a Corsair HX750 and ever since having this computer I've noticed a certain fan that will remain quiet but every 10 - 20 minutes it will speed up to an audible level for 5 seconds, then slow back down until you can hear it eventually stopping. This has happened since having the computer and originally thought it was all number of other fans in the case until I finally decided to check it out and have concluded it's the PSU fan.

Is this normal? To be honest in what is meant to be a silent setup, the random fans spooling up does bug me.
 
If its anything like my seasonic it will spool up when loads reach a point then power off again.

Edit: appears the fan on that one spools up when the psu hits 20% load.

As above sounds like you're on the borderline of pulling 20% or 150w.

It's not the best PSU for being quiet, something like the RM series would have been a better choice.
