Psu fault, is it capacitor related?

If i leave my psu on but computer off when i go to sleep computer powers up fine in the morning!

If i turn everything off including the psu , computer wont start up in the morning
ie wont start up from cold... I tried the psu in another motherboard same thing, i have to wait atleast 2hrs for the psu to be powered before it will power the system!

Is this a capacitor problem in the psu itself? and would it lead to leaking power or a lack of power when fully using the system?

It would be interesting to see if you had to warm up the psu with a hairdryer and then 'cold start' it. Sounds like a dry solder joint to me
 
Another thing i noticed with volts its putting out 11.79 on the +12v , when i first got it, it was 12.10
