Yes. But why would it blow. Plus, there are dangerous voltages still inside after it has been switched off. It is possible to kill yourself from the capacitors. My guess is the internal fuse blew because a capacitor blew.
if so then open the plug and change the fuse with the correct size fuse (probably about 10A)
however if you are talking about opening the PSU unit itself I'd heavily advise against doing so as they can still be charged for weeks, if you are not qualified to do so then I'd get a new one or try an RMA.
