Just built a micro system that consists of the following

BitFenix Prodigy M MATX Cube Case
Asus vx239h monitor
Akasa Cobra Power 750W Modular Power Supply PSU
Asus z87m plus mb
Intel i5 4670k retail
Crucial Ballistix Sport 8GB (2x4GB)
Crucial m550 ssd

For the last week I have been just using the onboard gpu 4600 and all was fine, idle cpu temp usually 32c and cpu fan running about 1050-1080 rpm.
Under load it went to around 49c-52c but system was still very quiet.

I bought a used His 6950 iceq turbo that I installed today, all works fine but the psu has got really loud and all temps have gone up by 10c and cpu fan always sits around 1500rpm, now system is pretty noisy which is no good to me.

Taken it out now and back to a quiet life, going to sell the 6950.

Are the newer cards such as a r7 260 less on the psu?

Thought the psu would be up to the task of running a single 6950

It doesn't strike me as a quality psu. Sirtec is the oem but it can only deliver 675w on the 12v rail which is pretty poor for a modern psu. A decent psu will be able to deliver all of it's rated power on the 12v rail. It's not even 80+ certified. It sounds like it's getting hot powering the gpu and the fan is running fast to keep things cool. You should have done some research and got a decent psu. Are you able to return it for a refund?

a 7850 would suit you, they run verycool and use little juice

that's the trouble with psu's and small cases they run hotter than normal

Yeah that Seasonic looks good and with your average power usage should remain virtually silent. Now the question is which GPU will you be getting or are you going to test the 6950?
