PSU help needed for 690 gtx

Im debating with myself weather or not to get a 690, however I only have 600w powersupply. Ideally I want to get the cheapest but best suited powersupply for the 690. I dont want modular, just a basic powersupply.

I have been looking at this site: http://forum-en.msi.com/faq/article/printer/power-requirements-for-graphics-cards

it says Ill need a 46A and a 650W PSU minimum.

The psu's ive seen seem to have 2 12v rails with 28a each rail. Would this be enough, do the 12v rails get added together?

What psu would you recommend for a 690?

If you are planning on getting a new one, cheapest is not an option, stating a budget would be better.

I have read people use less than what the manufacture states, basically like what yours says, 50 watts give or take. Might have read wrong however. It also depends on what PSU you have, cheap PSU's are made from cheap stuff and don't actually provide what they state.
