I'm a little confused my Tagan 480w died, it had a 24pin for the motherboard with a detachable 20pin.

Now the new PSU i'm looking at says 20+4pin, my motherboard also has a 4pin above the processor which i normally connected anyway. Is that what the 4pin is referring to.

Also i always wanted to know does that 4pin always need connected to the board if your using a 24pin on the right side.

Most modern power supplies come with 2 connectors to power the motherboard: a 20+4pin (so it can act as 20 or 24) and a 4+4pin (so it can act as 4 or 8). It's just to ensure as wide a range of compatibility as possible.

edit - and yes, you should have both types connected at all times.
