PSU Help

I believe it should, seasonic make psus that are passive until a certain load, then they start to speed up.
 
Maybe shove something in the fan and give it some encouragement to turn?

If you have had it a while I suppose it could have clogged with dust and got stuck and burnt out, or even the lead may have come off. I'm surprised it hasn't blown though, they get pretty toasty with no air movement.
 
The fan grill was stopping the fan spinning,had to remove the grill.

All sorted now and yes psu was starting to heat up.
