PSU issue

just booted up today and asus probe started complaining about the voltage on the +3.3v

on boot its at roughly 2.8v and now settles at little over 3v, what could be causing this?

2yrs now i think

all other voltages are fine bar the 3.3v rail

also...would a drop in the voltage across this cause graphical errors such as blurring of colours etc, or is this my gfx card on its way out aswell....
