PSU, MBoard & CPU Qs

Am I right in thinking my PSU (XFX PRO750W Core Edition) will not show any life when powered up unless it's plugged into a motherboard?

Also when I do plug it into the motherboard, without a CPU, would it do any damage if powered up to test?
 
Indeed the psu will not start unless plugged into the board, Starting the motherboard without a CPU installed will probably course the board to fail to boot, probably just give a error code through the BIOS speaker.
 
There is also a way to find out if it works by putting a piece of wire on two connectors (green and black I think) in the PSU. That will make it power up.
