ok so normal i have a psu with the fan facing up
but new case and there is a vent on the bottom
am i just being a retard and therefore just putting my PSU in upside down all my life

All depends, I like the fan on show, so have it facing up. You can have it sucking air in through the bottom as it's cooler air, but it can build up more dust.

face down on 1 build, face up on another. its personal preference.

If its on a carpet, in a dusty area or the bottom of the case doesnt have a fan grill id have it fan up.
 
Carpet doesn't make it's own dust, if you hovered/cleaned the surface you put you PC on it will be the same whatever material is it.

The air flow of modern PSU shouldn't be strong enough to suck up dust outside of the PC case that isn't in the air anyway.

The optimum position is the fan face down, which is why practically all high end cases with the PSU bay at the bottom has vent/space under it for air flow.
 
Carpets hold dust more than wooden floors etc. Of course it doesn't make dust.

My older psu was shocking with its fan on the bottom when it was on the carpet (it was on a rug too that I used to quite literally beat outside to get the dust off) I did live in a 300+ year cottage though and was rather dusty, hoovering every day didn't do much.

Spun it round one day and it was far better.

Like I say, it doesn't make much of a difference usually, but there are times when it can be better than others.
