I have a EVGA 750w G2 PSU housed in a phanteks enthoo evolv itx case and I can't decide which way to place the PSU: fan downwards to draw fresh air into PSU or upwards to help expel warm air in what is a small and probably toasty case

PSU fans are quiet normally so I would rather use it to aid cooling your GPU, you would need to try both orientations, you might find that sucking air from inside the case actually makes temperatures worse as it robs air from the GPU causing a dead spot.

I would also suggest to give it a try, there is no generall answer on this because it is really depending on the hardware you have installed in the system, the airflow that is setup and the location of the hotspots if there are....
