PSU/Plug fizzing

Morning all

I've also got a strange noise from my PSU - when I plugged it in to the mains, it started making a fizzing/crackling sound - though this was from the plug itself and not the PSU.

It's an Arctic 700w unit. What do you guys think? An imminent failure? If so, what should I replace it with? I'm looking for something modular for the following system in a Lian Li V354, with a bit of future proofing built in:

C2D E6850
4GB RAM
ATI 4870
1xHDD
1xDVD

No, i havent tried a different lead actually (should have checked last night but it was late), I'll do that when I get home - part of me thought it might be the fuse in the plug.

Thanks for the help so far, I'll let you know what happens.
