PSU Problem?

I have a Tagan TG700-U25 700W ATX2.0 Dual Engine Silent SLi Compliant Silent PSU (CA-014-TG)

I tried starting the PSU with a paper clip (putting one end into the green wire and the other one into a black wire) so i could test a few fans + cd/dvd drive.

But the PSU wont start... i'v tried 3 different power cables and still nothing.


Is it a faulty PSU ? :/

PS. I have tried flicking the switch at the back of the PSU to make sure it's on :D
 
So the PSU is not currently connected to the ATX power connector on your motherboard, or did it not work there either?
 
Given that you have connected the paperclip to the right pins, the PSU should have turned on. You might want to try disconnect everything, i.e. the fans, HD/DVD, to see if the PSU fan turns on by itself with the paperclip.
