PSU problem?

A friend of mine is having trouble posting so i'm relaying his problems to you

is a 4.78 volts on the 5v rail of his psu is too low, and if so is it likely to be causing his pc to lockup in some games?

It used to be hard to get socket A machines to read 5 volts
Your well within the tolerance, but unless your measuring it with a certified DMM your only taking the softwares result.
At 5% tolerance.
