PSU Problem?

When I go to turn my computer on, the fans will spin up for a second or so and then the power will cut out before anything is loaded. After a couple more seconds the pc will start up normally as if nothings wrong.

-This issue seems to go away temporarily if I turn the PSU off with the AC switch on the back, then turn it back on before I start up the pc.

When loading up games or playing for a while a strange noise can sometimes be heard coming from the pc. It's rather quiet, it took me a while to figure out where the noise was coming from.


I'm rather limited to testing seeing as I don't have any other components to swap out at the moment.
 
The restart issue sounds like the motherboard doing a RAM check to me. Mine used to do that if I run my highest overclock settings. Mine used to do it though when I turned off the power supply, rather than a warm start, as it were. Might be handy if you mention which motherboard you have and what overlclock, if any, you have set.

As for the strange noise. I think you might need to describe it a little better. Is it a high pitch whine? A deep grinding noise? A ping ping noise? A sheep baa-ing? A woowoowoo noise? A little man saying 'Let me out'?

Motherboard: MSI P67A-GD53
CPU: Intel Core i5 2500k @4.5GHz
RAM: 2 x 4GB Corsair 1600MHz

I don't know what that noise was, I'd say it was low, buzzy noise, It only happened really happened on one occasion, I've played some games since, it doesn't seem to have returned. I think it was the computer but it could have easily been something somewhere else in the house. My rooms an attic conversion, lots of random noises seem to come from the floor area from things in the rest of the house.
