PSU providing to low voltage 12V Rail Help!

Hi,

I have a SFF psu that i hope to use in a sky + pc mod but the 12V rail is only provviding 11.2V under load and 11.5V Under no load. The 5V rail seems to be fine. Is it still OK to use the PSU? Would it cause any damage? Does anyone know of a component inside the PSU causing the problem?

200W 10A on 12V rail.

It will power something like a Athlon XP 2800+ with 1 GB DDr1 and a HDD.
