PSU putting low voltages out on 3.3v rail

Recently, I have noticed that my computer's power supply has been putting out concerningly low voltages on my +3.3v rail. Voltages can range from as low as 2.5v to as high as 3.10v, but nothing higher. I have a Thermaltake Purepower 480W (link). All readings were taken just after bootup, with a combination of the BIOS PC Health section, and AbitEQ, which came with the motherboard. Should I be concerned?

Also recently, my screen image has often become totally and completely corrupted, with random colored pixels covering the screen. The computer is fine during safe mode, but during normal Windows startup, or even during boot, the image may become corrupted. I have a Syncmaster 172T LCD connected over DVI to a 9800Pro. I have checked the cable and the connectors, and they are not likely to be the cause of the problem. I have not overclocked my system. Could this problem be linked to the PSU problem above?

Can you look if PSU has any more specific model number like W00 starting number or something else?
Thermaltake has been swapping insides/actual product without clear model name/number changes.

Anyway out of their extensive model range over the years relatively few have been genuinely good PSUs.
Mostly they've been average/mediocre and also they haven't shied from making cheap garbage.

Though if it's that PC of signature and there's Abit (who shut down 15 years ago) board that means old age even for quality PSU.
And because of age also graphics card could be wearing out.
But PSU can definitely cause issues also with it.


And same old possibly worn out age applies also to monitor.
Samsung doesn't exactly have the best quality record.
At one time they basically timed TVs to fail by using cheap CapXon capacitors touching heatsink.
And monitors used same quality capacitors.
