Would a Super Flower 550w 80 Plus Gold be good enough for a Gigabyte 3070 OC?

Should be fine, the 3070 doesn't use much power. Worth trying and finding out regardless, it's a good quality PSU so even if it doesn't work it'll just shut down.

It's the spikes that cause problems. I had a Gigabyte Vision 3070 OC with a platinum rated 650w psu and kept getting crashes to desktop and restarts due to the power spikes even with a undervolt. Swapped to my current Corsair RM850x and no more problems so I will say that while the psu should handle it the spikes will probably mean that you need a bigger psu.

Id look at an 850 if it were me. Gives you a bit of breathing room.
