Between ATX 1.3 and 2.x yes but ATX 2.0 and ATX 2.x there isn't much.

Just make sure it has ATX 24 pin and 4 pin "P4" power connectors and an 8 pin EPS if you intend to get an LGA775 or server board (good idea to have it even if not, along with one or more 6 pin PCI-E (graphics power) block depending how many cards you wanna power.

Both are the same thing though? 2.2 would work with an older atx motherboard?
ATX 2.x is backwards compatible and usually includes adapter for the main 24 pin ATX to the old 20 pin standard (or the extra 4 pins for newer boards detaches).
