PSU questions

I recently upgraded my rig to a q6600, an asus P5Q Pro, 4 gig of ocz platinum ram and a 260GTX 216 sc. I'm not in to overclocking, I just run everything at stock. I also went down the Vista 64 route and kept the old power supply. The psu is a Thermaltake Purepower 680w.

I load up for a bit of FO3 everything wacked up at 1680x1050 (native res) The performance whilst it looked nice, didn't seem that much better than my old 8800gts 320mb. To say I was disappointed would be an understatement. Anyhow, I fired up COD5 and again, it looked great but the game play is very choppy and I get lot's of slow downs and pauses. It also locked up a couple of times for 10 seconds or so.

I'm using the 180.4's I think? (latest from Nvidia) I remember when unpacking the GFX card that the minimum spec for the +12v Rail is 36amp, now I've just had the side off the case and the voltages are as follows...+12v1 14A +12v2 23A +12v3 15A. Does this mean I have a total of 52A on the +12v Rail?

Or is this just a case of me getting a bit giddy thinking I can run everything on high at the stated res? Thanks in advance for any replys.

They're never summed together because there's nothing independent in them. (except own "circuit breakers" for tripping whole PSU)
But those values also mean you have modern revision 2 instead of sh*tty original version:

Even if die shrinked GTX260 draws same as original that means ~135W which isn't more than 11A.
(then 80W for CPU and 50W for rest and you'll have rough total peak draw of PC)

Those symptoms would fit also to OS/software problem.
 
So in short, It definitely won't be my psu? At least I can start trying to find other solutions then, thanks for that. :)
