PSU Quiet Then Loud

This only being the second PSU I've ever owned I'm not sure if this is normal or not.

My old PSU was a 500W Corsair CX Builder and it just emitted that low sort of background humming noise which I never really noticed to be honest.

My new PSU is an Antec High Current Gamer 620W and the most frequent noise is the same as the Corsair but slightly louder. Then periodically, even though I'm not doing anything different I'm just watching a Twitch stream, it will get louder for a few seconds then back to normal.

ETA: Tonight for example the computer has been on for about 5.5hrs. I'm part way through buying a new build but put this PSU into my old case before I realised my new GPU wouldn't fit so just left it in there anyway. So could it be a heat/air flow thing?

It's a rebadged SeaSonic S12II 620 and we have had several reports of those being noisey on here. It does sound like the fan is running slowly until it hits a certain temperature then briefly ramping up before slowing down again. Personally that would do my head in. What case is it and is the psu mounted at the top or in the bottom? If in the bottom the case isn't sitting on a carpet is it?

The case is a Nova tech Vulcan midi and it's top mounted, the cable management is terrible and it looks cramped in there so it wouldn't surprise me if it was a heat thing.

I'm waiting for my last part to come and I'll be building a new one this weekend (with this PSU) in a NZXT S340 which looks lovely and spacious with great cable management so I'll see how it is in that one maybe
