PSU Requirements Question

Hi,

I've been having some trouble with artifacting on a new build. I believe that the graphics card (EVGA 670 GTX 2gb) may be faulty, but I'm trying to make sure by eliminating everything else. I have contacted EVGA about the issues and they have told me to make sure that the PSU is supplying 30amps on the 12V rail.

I have an Antec TruePower New 750w.

Now, I haven't the first clue about power/voltage/amperage/wattage etc but I looked on the side of the PSU and the values are listed like so:

3.3V 5V 12V1 12V2 12V3 12V4 -12V 5VSB
25A 25A 25A 25A 25A 25A 0.8A 3A

Does this mean that the power supply cannot provide enough amperage for the graphics card? I just don't understand these things whatsoever, could someone explain it for me please?
 
I have that same psu in a second rig, it easily coped with sli'd gtx 460's, and ive ran the gtx 670 from my main machine on it as well without issue.

I've also checked the BIOS to make sure it was providing the correct voltage and it is. Nothing else to test really so it must be the card.
 
What sort of temps is the card hitting, and is it artifacting on desktop and in multiple games?
 
It's not overheating as it happens even at 35c (I've not seen it hit higher than 65c).

It's pretty much only in games (any game) but has happened just sat with only Chrome open a couple of times before (screen goes black then comes back with display driver stopped working).

Have reinstalled Windows 3 times and installed all latest drivers etc. Updated BIOS to latest. Have lowered GPU and GPU memory clocks. Still the same, crashes within seconds/minutes of opening a game.
