Psu rubbish?

OK, having some problems overclocking my current machine and I think it's due to my aging antec 380watt psu from my sonata.

I can't seem to get a stable overclock at all with my p4 630 3.0ghz. I'm using a abit ag8, 2x512mb of crucial pc4000 and a geforce 6800gs.

The 12v line is sitting at 11.9v. IS this too low? Is my psu to blame?

Is that 12v measured using a multi-meter? my 3.3 measures 3.07 in mbm5 but its 3.27 using a multimeter.
